POSITION SUMMARY:
Multiple positions are available for this role in Stevens Point, WI, with responsibiltiy for the entire Ministry Health Care system.
Responsible for managing company-wide 3rd party spend within assigned Procurement Spend Category for a company size of $2 Billion in revenue and 12,000 employees. Estimated total spend across Ministry is $500 Million annually. Has portfolio responsibility for all Supply Management activity (operating expense & capital expense) within Category. Accountable for risk mitigation in Category and delivering business results in deep collaboration with stakeholders from executing stakeholder-agreed Category Strategy. Each Category's total spend will likely range between $75 and $125 Million.
SUMMARY AND PURPOSE:
Facilitates definition, development & execution of company-wide procurement Category Strategy
Responsible for all activity in Category...operational & strategic and operating & capital expense
Conducts and uses 3rd party spend analysis to accurately target strategic sourcing opportunities
Leads company-wide strategic sourcing activities within Category from a position of influence and in deep collaboration with all key stakeholders to ensure Total Cost of Ownership (TCO) perspective
Develops proposals for strategic sourcing projects within Category & obtains stakeholder agreement
Follows Customer Advisory Board (CAB) and Supply Chain Operations Team (SCOT) agreed decision-making approach as described in SCOT Charter (e.g. Supply Chain Operating Model).
Accountable for developing/executing effective & collaborative category strategic sourcing process
Operationalizes contract management process & contract compliance process within category
Operationalizes supplier management process / supplier development activities within category
Responsible for the effectiveness, efficiency and control of Operational Procurement within category
Promotes best practices & Operational Excellence within Category and benchmarks performance
Leads effort to build diverse supplier base within Category in support of company diversity efforts
Provides strategic sourcing guidance to all levels of stakeholders to achieve agreed company results
Works with Finance to ensure proper calculation of sourcing savings & company budgetary impact
Accountable for achieving category cost reduction as part of company procurement savings target
Responsible for strategic sourcing approach focused on Total Cost of Ownership (TCO) and not just price improvement
QUALIFICATIONS:
Education: BS degree required, MBA a plus, preferably in Operations Management or Supply Chain
Experience: 10+ years experience in strategic sourcing
Experience: 2-5 years Leadership experience expected
Experience: Consulting experience helpful (project management skills/working effectively with stakeholders)
Certification: Certification from ISM and/or APICS is preferred
One of these certifications is expected to be achieved within 2 years from hire date
Knowledge: Intermediate knowledge of accounting & finance
Knowledge: Expert knowledge of strategic sourcing in a mid-to-large size company environment
Skills: Solid skills in data analysis, using spend analysis, contract management and eSourcing tools
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
This position has physical requirements that require a full range of body motion including, but not limited to, physically assisting patients, requiring stretching, bending, lifting, sitting, standing, walking, pushing and pulling, manual and finger dexterity and hand-eye coordination. Vision and hearing must be correctable to the normal range. Work may be performed in a medical office environment with potential exposure to communicable diseases and other conditions common to the clinic environment.
